The 1st Respondent, filed an application at the Imo State High Court for an order of certiorari to quash the recognition accorded the Appellant by the State Governor as a traditional ruler. The application was however not filed within the 21 days prescribed by Law. The appellant moved the High Court for an order quashing the application. The High Court upheld the application. An appeal to the Court of Appeal was upheld, hence this appeal.
